HOUSE JOINT RESOLUTION NO. 606 Offered January 20, 1997 Requesting the Joint Health Care Commission to study issues related to the preadmission screening of nursing home patients. ---------- Patrons-- Cantor, Darner and Hall ---------- Referred to Committee on Health, Welfare and Institutions ----------

WHEREAS, Section 32.1-330 of the Code of Virginia provides for the preadmission screening of all individuals who are or will become eligible for community or institutional long-term care services to determine their need for nursing facility services; and

WHEREAS, preadmission screening is also required for all individuals who, at the time of application for admission to a certified nursing facility, are or will become eligible for medical assistance; and

WHEREAS, preadmission screening was established to ensure that patients receive the appropriate level of nursing care at the most efficient cost; and

WHEREAS, some patients are concerned that preadmission screening may be a means of denying or delaying the receipt of needed nursing facility care; and

WHEREAS, some nursing facilities express frustration at the amount of paperwork generated by preadmission screening; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Joint Health Care Commission be requested to study issues related to the preadmission screening of nursing home patients. The study shall consider (i) the types of denials arising from preadmission screening and whether patients so denied have access to other appropriate care; (ii) the amount of paperwork required and whether such paperwork requirements may be reduced; and (iii) whether preadmission screening requirements may be reasonably reduced or eliminated.

The Joint Health Care Commission shall complete its work in time to submit its findings and recommendations to the Governor and the 1998 Session of the General Assembly as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents.
