HOUSE JOINT RESOLUTION NO. 588
Designating February 17, 1997, and in each succeeding year, as PTA Appreciation Day in Virginia.

WHEREAS, the traditions of the nation are rooted in a profound respect for the value of public education for all citizens; and

WHEREAS, on February 17, 1897, the first convention of the Congress of Mothers met in Washington, D.C., to announce to the nation its concerns for educating future generations of Americans; and

WHEREAS, the Congress of Mothers evolved into today's National Congress of Parents and Teachers, the largest volunteer association for public education in the nation, with a membership of over six million parents, teachers, and students; and

WHEREAS, the Virginia Congress of Parents and Teachers, a constituent body of the National PTA, held its first convocation in Roanoke in 1921; and

WHEREAS, the Virginia Congress of Parents and Teachers has grown to become the third-largest member of the National PTA, with a membership of over 370,000; and

WHEREAS, the National PTA has become the most prominent voice in Washington, D.C., for the education, health, welfare, and safety of all children and their families, and the Virginia PTA is the most prominent such voice in Richmond; and

WHEREAS, the members of the Congress of Parents and Teachers share a common belief that the future of an economically strong and politically free people is based on a literate and educated populace; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly designate February 17, 1997, and in each succeeding year, as PTA Appreciation Day in Virginia; and, be it

RESOLVED FURTHER, That the General Assembly extend its congratulations to the National Congress of Parents and Teachers and the Virginia Congress of Parents and Teachers for their contributions to public education in Virginia.
