970080198WHEREAS, both public rescue squads and private ambulance services [ , and the State MEDIVAC System ] are essential components in the provision of emergency medical services in the Commonwealth; and
WHEREAS, § 32.1-112 governs the provision of emergency medical services in the Commonwealth to coordinate such services for timely and effective emergency medical services; and
WHEREAS, in many localities both private for-profit and public emergency medical services authorities provide ambulance services; and
WHEREAS, the citizenry should have access to ambulance services that are timely, cost effective and of high quality, regardless of the identity of the provider of such services; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the [
Department State Office ] of Emergency Medical Services be requested
to study [ the operation of private ambulance services and the State MEDIVAC
System. The State Office shall examine ] issues related to private ambulance
services, to include (i) access to such services by the residents of Virginia;
(ii) the cost and quality of such services when provided by private ambulance
services as compared with public services; [ and ] (iii) whether
existing regulation of private ambulance services is sufficient to ensure the
public's health, safety and welfare [ ; and (iv) the status and needs of the
State MEDIVAC System ] .
The [ Department State Office ] of Emergency Medical Services shall
complete its work in time to submit its findings and recommendations to the
Governor and the 1998 Session of the General Assembly as provided in the
procedures of the Division of Legislative Automated Systems for the processing
of legislative documents.
