HOUSE JOINT RESOLUTION NO. 540
Expressing the sense of the General Assembly on necessary leave for local government and public school employees.

WHEREAS, the General Assembly believes that it is necessary and critical to the learning process that parents be involved in their children's educations; and

WHEREAS, effective education requires parental involvement, through parents' encouraging and nurturing their children's learning experiences at home and at school; and

WHEREAS, local government and public school employees who have school-age children recognize the need to be involved in their children's educations and would like to participate in activities at their children's public schools or certified preschool programs; and

WHEREAS, public employees covered by the Virginia Personnel Act enjoy the ability to participate in this process through the availability of eight hours' leave time each calendar year; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That local governments and local school boards in the Commonwealth be encouraged to provide necessary leave to their employees so that these employees may participate in their children's educations; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates transmit copies of this resolution to the Executive Director of the Virginia Municipal League, the Executive Director of the Virginia Association of Counties, and the Executive Director of the Virginia School Boards Association, requesting that they further disseminate copies of the resolution to their constituencies in order that local government officials and school board members may be apprised of the sense of the General Assembly in this matter.
