Be it enacted by the General Assembly of Virginia:

1. That § 40.1-57.3 of the Code of Virginia is amended and reenacted as follows:

§ 40.1-57.3. Certain activities permitted.

A. Nothing in this article shall be construed to prevent employees of the Commonwealth, its political subdivisions, or of any governmental agency of any of them from forming associations for the purpose of promoting their interests before the employing agency.

B. Notwithstanding any other provision of this article, political subdivisions of the Commonwealth may meet and confer with employee representatives associated with labor union, employee associations, or other employee groups, for the purpose of reaching agreements concerning terms and conditions of employment.
