Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 10.1-1414:1 as follows:

§ 10.1-1414:1. Collection of recyclable materials; report required.

Any business, locality or authority that collects recyclable materials which have been separated from trash, garbage and other refuse for the purpose of recycling shall by May 1 of each year report to the Department the volume or weight of the following recyclable materials it collected in each month of the previous calendar year: (i) newspapers, (ii) corrugated paper, (iii) office paper, (iv) mixed and other paper, (v) plastic containers, (vi) aluminum, (vii) tin, (viii) glass, (ix) waste tires and (x) used motor oil. The Board may designate other categories to be included in the report. The report shall indicate for each category the percentage of the amount collected in each month that was actually recycled and the percentage that was disposed of by some other method than recycling. The Department shall prepare a report annually by July 1 that summarizes the data accumulated pursuant to this section.
