Be it enacted by the General Assembly of Virginia:

1. That § 14.1-141 of the Code of Virginia is amended and reenacted as follows:

§ 14.1-141. Deputies, office expenses, premiums on bonds, etc.

The State Compensation Board shall determine: (1i) How many the number of deputies and assistants, if any, are necessary to the efficient performance of the duties of the office of the officer filing a report required by § 14.1-136, (2ii) what should be the compensation of such deputies and assistants, (3iii) what any allowance, if any, should be made for office expenses and premiums on official bonds, except that the cost of security copies made by circuit court clerks pursuant to § 42.1-86 shall be reimbursed by the Board, subject to an appropriation set out in the appropriation act, and (4iv) the manner in which of payment of such compensation should be paid or such allowance made. Each of such officers shall, on or before the first day of November in each year 1, report annually to the Board, on official estimate blanks, furnished for such purpose, an itemized estimate in itemized form showing the amount of expenses expected to be incurred in the operation and maintenance of his office for the ensuing year, and all. All such expenses must be approved in advance by the Board in order to be deductible under § 14.1-140; provided, however, that nothing in this section shall be construed as prohibiting the State Compensation Board from increasing at any time in the year allowances for such expenses as provided in § 14.1-142. The State Compensation Board shall report annually to the Governor on the expenses of such office.
