Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.1-10.2 as follows:

§ 15.1-10.2. Credit card agreements by localities.

Any locality may enter into arrangements with banking institutions for the issuance of affinity credit cards whereby the locality shall receive fees from the use of such cards.
