Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 35.1-13.1 as follows:

§ 35.1-13.1. Regulation of hotels in certain localities.

Regulations of the Board governing hotels (i) with fifty hotel rooms or fewer and (ii) located in any city with a population between 202,500 and 203,500 shall require the owner or operator of the hotel to request, from all registered guests, photo identification and car registration information. The owner or operator shall copy the requested documents and retain such copies for a period of at least five years.
