Be it enacted by the General Assembly of Virginia:

1. § 1. When any debt-issuing agency, institution, board, authority, or political subdivision of the Commonwealth obtains bond ratings, such ratings shall be provided by [ traditionally- ] recognized bond rating agencies [ approved by the State Treasurer ] .
