Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 18.2-334.5 as follows:

§ 18.2-334.5. Same; pools conducted by certain organizations.

Nothing in this article shall apply to any pool conducted solely by organizations as defined in § 18.2-340.16. For purposes of this section, a "pool" means a game of chance in which participants fill in a name or initial in one of 100 blocks or squares on paper until each block is filled, following which numbers marked one through nine are drawn, with no number being replaced once drawn, to establish numbers across the ten horizontal boxes and then an identical process is used to mark numbers along the vertical boxes, and whereby winning blocks are determined by the outcome of some designated athletic contest, with the placement of two competing teams on the horizontal or vertical grid being determined by a flip of a coin, provided the rules of the game clearly indicate whether the winners will be determined based upon scores for particular segments of the game or the final score or a mixture of both.
