Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 2 of Chapter 9 of Title 18.2 a section numbered 18.2-415.1 as follows:

§ 18.2-415.1. Disregarding law-enforcement officer's command to stop; eluding police; penalties.

Any person who, having received a visible or audible signal from any law-enforcement officer to stop, walks or uses any other means to move in a willful or wanton disregard of such signal so as to interfere with or endanger the operation of the law-enforcement officer or endanger another person or any property, or who attempts to escape or elude such law-enforcement officer, shall be guilty of a Class 1 misdemeanor.

If serious bodily injury to another results from a violation of the preceding paragraph, the offender shall be guilty of a Class 6 felony.

2. That the provisions of this act may result in a net increase in periods of imprisonment in state correctional facilities. Pursuant to § 30-19.1:4, the estimated amount of the necessary appropriation is $250,000.
