973548432Whereas, Paul Blowe owns property damaged as a result of the widening of Hampton Boulevard by the Virginia Department of Transportation; and
Whereas, the Department of Transportation promised to compensate Mr. Blowe for the damaged property as part of an inverse condemnation proceeding; and
Whereas, the Department of Transportation has failed to pay the $350,000 of compensation as promised; and
Whereas, Paul Blowe has no other means to obtain relief except by action of this body; now, therefore,
Be it enacted by the General Assembly of Virginia:
1. § 1. That there is hereby allocated from the Commonwealth Transportation Fund appropriation to the Department of Transportation the sum of $350,000 for the relief of Paul Blowe. This sum shall be paid by check issued by the State Treasurer on warrant of the Comptroller to Paul Blowe, upon execution by him of a release of all claims he may have against the Commonwealth or any agency, instrumentality, officer, employee or political subdivision thereof, in connection with the aforesaid occurrence.
