974771264Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 15.1-29.21:1
as follows:
§ 15.1-29.21:1. Prohibited conduct for certain officers and employees of local government.
A. No local government officer or employee shall, during the one year after the termination of his public employment or service, represent a client or act in a representative capacity on behalf of any person or group, for compensation, on any matter before the local governing body or agency of which he was a member, officer or employee.
B. For the purposes of this section, "local government officer or employee" means (i) any member of a local governing body, (ii) any person appointed by a governing body who is regularly employed on a full-time salaried basis by the governing body, (iii) any person appointed by the governing body as an officer of any administrative branch agency, or (iv) a full-time salaried employee of any administrative branch agency. For the purposes of this section, the governing body and all related local agencies shall be deemed one agency.
C. The prohibitions of this section shall apply only to persons engaged in activities that seek any expenditure of public funds from the governing body or agency.
