Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 46.2-646.1 as follows:

§ 46.2-646.1. Optional permanent registration of commercial trailers and semitrailers; fee.

The Commissioner shall offer permanent registration to applicants for registration of commercial trailers and semitrailers. Such permanent registration shall be (i) at the option of the applicant, (ii) subject to payment of a fee of [ sixty fifty ] dollars, and (iii) valid so long as title to the registered vehicle remains vested in the applicant. Vehicles registered under this section shall bear distinctive license plates of a design determined by the Commissioner.

[ For the purposes of this section, "commercial trailers and semitrailers" shall mean trailers and semitrailers with gross vehicle weight ratings of more than 10,000 pounds. Notwithstanding any other provision of this title, the Department may issue permanent license plates without decals and without a month and year of expiration for all trailers and semitrailers, as well as trucks and tractor trucks with a gross vehicle weight rating or gross combination weight rating of more than 26,000 pounds. ]
