Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 33.1-68.1 as follows:

§ 33.1-68.1. Standards for certain secondary highways.

Notwithstanding any contrary provision of this chapter or any regulation of the Commonwealth Transportation Board or Department of Transportation, a right-of-way width of thirty feet shall be adequate for taking any dead-end highway carrying fewer than 150 vehicles per day into the secondary system of state highways.
