1997 SESSION
Be it enacted by the General Assembly of Virginia:
1. That § 11-41.1 of the Code of Virginia is amended and reenacted as follows:
§ 11-41.1. Competitive bidding on state-aid projects.
No contract for the construction of any building or for an addition to or
improvement of an existing building by any local government or subdivision of
local government for which state funds of $15,000 or more,
not more than $30,000 in the aggregate or for the sum of all phases
of a contract or project either by appropriation, grant-in-aid or loan,
are used or are to be used for all or part of the cost of construction shall be
let except after competitive sealed bidding or after competitive negotiation as
provided under subdivision 2 of subsection C of § 11-41. The procedure for
the advertising for bids or for proposals and for letting of the contract shall
conform, mutatis mutandis, to this chapter. A person or firm who has been
engaged as an architect or engineer for the same project under a separate
contract shall not be eligible to bid on or submit a proposal for any such
contract or to have the contract awarded to him.
