We recommend that the House Amendment in the Nature of a Substitute (971426687) be accepted with the following amendment to resolve the matters under disagreement:

Page 2, line 44, at the beginning of the line

insert

E. The knowing and intentional failure to register as provided in this section or knowingly providing materially false information to the Registry shall be punishable as a Class 1 misdemeanor.
