Where the injured person is not the operator of such vehicle, the uninsured motorist coverage provided by the policy insuring the vehicle shall be considered in determining the total amount of uninsured motorist coverage applicable to the vehicle, but the insurer providing the coverage on the vehicle shall not be liable for payment of uninsured or underinsured motorist coverage on behalf of the operator if it has exhausted its liability coverage on his behalf.
