Pursuant to Title X, Part C, § 10301 (P.L. 103-382, Title 1, § 101, 108 Stat. 3824 et seq.) of the federal Improving America's schools Act of 1994, 20 U.S.C. § 8061 et seq. of the reauthorized Elementary and Secondary Education Act of 1965 (P.L 89-10), as amended, and in compliance with the aforementioned federal laws and the Constitution of Virginia, there is hereby created the Improving Virginia's Public Schools Program.
