      insert

        Virginia's application and implementation of programs funded under the Goals 2000: Educate America Act, the School-To-Work Opportunities Act, or any other federal education program shall insure that:

        Virginia shall not be required to dilute or change the Virginia Standards of Learning;

        Virginia shall not have to modify the assessment program, which measures achievement in the standards, approved by the Virginia General Assembly and the Virginia Board of Education;

        Virginia's local school divisions will remain responsible for school curriculum and shall not have to modify curricula to qualify to compete for federal funds;

        The federal government shall not interfere with the accountability measures that the Virginia General Assembly, the Virginia Board of Education, and the local school boards choose for Virginia's schools;

        Virginia's schools shall not be forced to divert funds away from academic programs; and

        Virginia's local school boards and other local governing bodies remain responsible for education decisions as provided under state law, and will not be required to modify their structure, powers or duties in order to qualify for federal funds.
