Any individual who at the time he is initially required to participate in the program is already enrolled full-time in, and making satisfactory progress towards completion of a job training, secondary or post-secondary educational program designed to result in self-sufficiency within twelve months. Such exemption will be limited to the lesser of twelve months or the period in which the individual is expected to complete the job training, secondary or post-secondary educational program.
