The Commission, upon request of a local governing body, may delegate its authority to administer and enforce the provisions of this article and its regulations to such local governing body, provided such local governing body can demonstrate, to the satisfaction of the Commission, that it has the requisite staff and resources to administer a regulatory program which is substantially equivalent to that of the Commission.
