The State Council of Higher Education shall, in consultation with the Virginia Department of Education and the accredited teacher education programs of the Commonwealth's institutions of higher education, develop guidelines to ensure that all students matriculating in teacher-training programs meet the standards embodied in Virginia's Technology Standards for Instructional Personnel and have the requisite skills for the implementation of the Board of Education's Six-Year Educational Technology Plan for Virginia.
