SUMMARY:

Study; school construction. Continues the Select Committee of the House Committee on Appropriations, the Senate Committee on Finance, and the Commission on Equity in Public Education To Study Alternative Methods Of School Construction And Renovation Funding For The Commonwealth's School Divisions. This resolution points out that approximately half of Virginia's schools use trailers as temporary classrooms; that almost half of Virginia's schools are over 30 years old, that an estimated 68 percent of the schools need major renovation or replacement; that debt service is a heavy burden in many localities; that Virginia's two lending programs have both been impacted by transfers from the Literary Fund; and that educational technology issues overlap with school construction issues. Last year, the committee was successful in increasing the limit on the moral obligation bond resolution and in restoring the maintenance supplement. This year, the committee has recommended an increase in the maintenance supplement, a constitutional amendment confining the Literary Fund to support of public school construction and capital projects, and continuation of the study to examine educational technology retrofit and installation issues and possible implementation of pilot projects combining regular school attendance with distance learning from the home. The committee is most concerned with the large percentage of operating budgets being devoted to debt service and that localities will not be able to sustain the present acceleration in debt and that more dollars must be provided to assist school divisions in providing clean, safe, educational environments.
