SUMMARY:
Study; Commission on Federal Block Grant Programs. Establishes a 23-member commission to study the federal block grant programs. The role of state government in administering federal aid programs will be affected substantially if block grants are instituted by federal budget changes. The commission will examine the impact of the possible changes on the delivery of services and the administrative and financial processes carried out by state agencies, local governments, and private and non-profit service providers. The commission will also develop an implementation plan that includes a detailed fiscal analysis identifying the effects of federal budget changes on state and local entities and recommendations for streamlining affected programs to ensure continuity of service delivery.
