SUMMARY:
Constitutional amendment (second resolution); appeals by Commonwealth. Permits the General Assembly to allow the Commonwealth the right to appeal in all cases, including criminal cases, provided that the appeal would not otherwise violate the United States or the Virginia Constitution.
