SUMMARY:

Constitutional amendment (first resolution); county-city agreements for sharing revenues and costs of designated areas. Requires the General Assembly to provide by general law for county-city agreements to share the revenues and costs associated with particular land areas designated by the agreement, including provisions for a special five-member governing body to be selected by the governing bodies of the localities. The General Assembly may provide for the powers and functions of the special governing body. The county and city governing bodies may approve an agreement without a voter referendum.
