SUMMARY:

Study; truck and trailer titling, registration and inspection. Requests the Department of Motor Vehicles to study the feasibility and fiscal impact of offering permanent trailer plates for trailers and eliminating or capping the titling tax on heavy-duty vehicles. The Department is also asked to study the advisability of allowing federal motor carrier safety inspections to be accepted in lieu of the state inspection for commercial vehicles. The Department is also requested to work with the Virginia Trucking Association and the Commissioners of Revenue in evaluating the advisability of a centrally-administered system for collecting the tangible personal property tax on the equipment of motor carriers. This is a recommendation of the joint subcommittee studying taxation of equipment of motor carriers (SJR 366).
