SUMMARY:

Appropriations of school funds by local governing bodies. Requires local governing bodies to designate and appropriate funds for public schools on a lump sum basis rather than by the seven major classifications for expenditures of school funds established by the Board of Education. The appropriations may still be made on the same periodic basis as the governing body makes appropriations to other departments and agencies. In estimating the moneys needed for public schools, however, the division superintendent and local board must use the Board's seven major classifications (instruction; administration, attendance and health; pupil transportation; operation and maintenance; school food services and other noninstructional operations; facilities; and debt and fund transfers).

Pursuant to § 22.1-90, every school board submits an annual report of all its expenditures to the local governing body; § 22.1-91 prohibits school boards from spending funds in excess of appropriations received from the local governing body or other sources.
