SUMMARY:
First offender; drug violations. Makes entry into a screening, evaluation and education program mandatory rather than permissive. When the accused is charged with possession of a Schedule I or II controlled substance (a Class 5 felony), the court may no longer discharge and dismiss the underlying charge upon fulfillment of the terms and conditions, but is required to enter a conviction for a Class 1 misdemeanor.
