SB 636 Abortion; parental notification.

SUMMARY:
Parental notification. Prohibits the performance of an abortion upon an unemancipated minor absent judicial authorization or 72 hours' advance notification to a parent, legal guardian or custodian or such other person standing in loco parentis, including a grandparent or adult sibling, with whom the minor resides and who has responsibility for care and control of the minor. Procedures governing the judicial by-pass are specified. Exceptions are provided upon certification by the attending physician that (i) the minor is abused or neglected, provided a report is made to local law enforcement; (ii) an immediate abortion is medically necessary to avert the minor's death; or (iii) delay will create a substantial impairment of a major bodily function or substantial physical injury.
