SUMMARY:

City of Richmond; election of mayor. Provides for the at-large, direct election of the mayor, beginning in May, 1998. The mayor shall be elected for a two-year term to coincide with other council members. The mayor shall be the tenth member of council, shall perform traditional mayoral duties and have the same right as other council members to speak, introduce legislation and serve on committees; however, the mayor shall have no right to vote except in the case of a tie. Also, the bill provides that council shall choose a vice-mayor to perform the mayor's duties during his temporary absence or disability; in such case, the vice-mayor shall retain full voting privileges.
