SB 605 Racing Commission; steeplechase license.

SUMMARY:
Virginia Racing Commission; granting of certain licenses. Confers permissive authority on the Commission to grant a license, notwithstanding the results of a local voter referendum, to the owner or operator of a steeplechase facility for the purpose of conducting pari-mutuel wagering at steeplechase race meetings for a period not to exceed fourteen days in any calendar year, provided that, prior to making application for such license, (i) the steeplechase facility has been sanctioned by the National Steeplechase Association (NSA) and (ii) the owner or operator has been granted tax-exempt status under § 501 (c) (3) of the Internal Revenue Code. Currently, NSA has sanctioned only 12 such facilities throughout the Commonwealth. This bill will affect only one such facility, i.e., Morven Park in Loudoun County, which is owned and operated by the Westmoreland Davis Memorial Foundation, Inc., a tax-exempt charitable foundation.
