SUMMARY:

Certificates of public need. Reduces the scope of the certificate of public need (COPN) program by eliminating the requirement for obtaining a COPN for major medical equipment replacement, increasing the capital expenditure threshold amount that triggers the requirement for a COPN for any project not specifically covered, and authorizing a minimum application fee of $1,000 and a maximum application fee of $20,000.
