SUMMARY:
Notification to localities of state actions related to waters. Requires that the State Water Control Board notify, and provide information to, localities when a water body or segment within a locality's jurisdiction is nominated as exceptional waters or fails to meet water quality standard use designations. Property owners are to be notified of exceptional waters nominations impacting them. The Board is also to cause localities to be notified of, and to provide information regarding, applications for new or modified permits to discharge pollutants to waters within the locality's jurisdiction. Localities are given an opportunity to comment on proposed actions.
