SUMMARY:

Telephones; long distance service; change of carriers; prior authorization. Prohibits the redesignation of any local telephone customer's long distance carrier unless the customer's local telephone company has received a statement from the long distance carrier that the carrier has received (i) a letter of agency or a letter of authorization from the customer, (ii) an electronic authorization by use of an 800 number, (iii) an oral authorization verified by an independent third party, or (iv) any other means of authorization that is approved by the Federal Communications Commission.
