SUMMARY:
Virginia Taxpayer Bill of Rights. Creates for state tax purposes a Virginia Taxpayer Bill of Rights which guarantees that the rights, privacy, and property of Virginia taxpayers are adequately safeguarded and protected during tax assessment, collection, and enforcement processes administered under the tax laws of the Commonwealth. Among other rights, the taxpayer may bring a civil action for damages against the Department of Taxation for intentional failure to release a lien and certain unauthorized collection actions. The bill is scheduled to take effect July 1, 1997.
