SB 541 Baseball Stadium Authority.

SUMMARY:
Virginia Baseball Stadium Authority. Makes numerous changes relating to the Authority as follows: (i) exempts the Authority from the Virginia Public Procurement Act, (ii) eliminates the requirement that office, restaurant, concession, retail and lodging facilities adjacent to the stadium included within the definition of "facility," (iii) defines "minor league baseball stadium," (iv) eliminates the prohibition on using state funds to pay the salary of the executive director of the Authority, (v) clarifies that the Authority may lease its property to the Commonwealth or any political subdivision thereof. (vi) grants localities the right to acquire by eminent domain any real property which it may deem necessary for the purposes of acquiring a site for a stadium and to then sell the site to the Authority, (vii) states that no bonds shall be issued until the Authority has executed a long-term lease with a major league baseball franchise, (viii) allows sales tax revenues to be applied, in addition to the repayment of bonds, to stadium operating expenditures and other purposes, (ix) provides that the locality in which the stadium is located may direct that all admissions tax revenues generated by the stadium be remitted to the Authority for the repayment of bonds, stadium operating expenditures and other purposes, and (x) clarifies that the Authority and its employees are included within the Virginia Tort Claims Act. This bill is identical to HB 1502.
