SUMMARY:

Virginia Public Procurement Act. Raises the limit for procuring single or term contracts without competitive sealed bidding or competitive negotiation from $15,000 to $30,000; provides that alternative forms of security shall not apply to contracts with the Department of Transportation; and exempts the Virginia Department of Transportation and the Virginia Port Authority from a prohibition against purchasing materials for highway construction from the contract architect or engineer.
