SB 480 Reporting discharges of wastes.

SUMMARY:

Reporting discharges. Directs persons required to obtain a permit under the Water Control Law who discharge sewage, industrial wastes, or any noxious or deleterious substances into state waters which are detrimental to public health, animal or aquatic life, or other uses of state waters, to promptly report such discharges within 24 hours to either the State Water Control Board, the Director of the Department of Environmental Quality, or the local emergency services coordinator. The person responsible for the discharge is also required to provide written notice to the Director of the Department of Environmental Quality within the time frame specified by the Clean Water Act (five days). These reporting requirements are similar to those currently required for persons discharging oil into state waters.
