SUMMARY:
Deaf and hard of hearing; telecommunications relay. Eliminates the Telecommunications Relay Service Advisory Board and clarifies that the Virginia Department for the Deaf and Hard of Hearing is the operational entity and provider for telecommunications relay services. The bill also establishes a mechanism for the receipt and use of National Exchange Carrier Association funds. The Department has received certification from the FCC as the relay service provider for the Commonwealth. It is anticipated that additional funds will be available now to offset some costs rather than having to depend upon increased utility surcharges.
