SUMMARY:
Department of Employee Relations Counselors; state grievance procedure. Repeals the Code provisions that require the Director of the Department to review and authorize appropriate modifications to the grievance procedure established for employees of local social services departments, social services boards, community services boards, redevelopment and housing authorities, and regional housing authorities. The bill requires those employees to be included in (i) a local governing body's grievance procedure or personnel system, if agreed to by the department, board, or authority and the locality or (ii) a grievance procedure established and administered by the department, board, or authority which is consistent with the state grievance procedure and any regulations promulgated pursuant thereto. The bill also makes technical corrections to the state grievance procedure enacted in 1995.
