SUMMARY:

Administrative Process Act; exemptions and exclusions; emergency regulations. Eliminates the requirement that the Governor approve emergency regulations before such regulations may be adopted by the agency. The bill also clarifies that the Governor's approval must be obtained before the regulation may become effective. The bill contains an emergency clause.
