SB 448 Juvenile Corrections Private Management Act.

SUMMARY:
Corrections; juvenile facilities. Establishes the Juvenile Corrections Private Management Act, similar to the Corrections Private Management Act already in place for adult facilities. The Department of Youth and Family Services will be able to enter into fixed-price or not-to-exceed-price design-build and construction management contracts for juvenile correctional facilities. The bill includes the expedited process adopted for adult facilities in the 1995 Session which does not require prior approval for initiating procurement of such contract by the Department of General Services and has no limitations on the type of construction project. A study on privately operated juvenile facilities was completed in October 1995 pursuant to Item 580-C of the 1994-96 Appropriations Act.
