SB 440 Retirement System; portability of service credit.

SUMMARY:
Virginia Retirement System; portability of service credit. Upon the conditions specified in the bill and agreement between the affected parties, provides for portability of service credit between (i) VRS and political subdivisions of the Commonwealth that have their own defined benefit plans and (ii) between political subdivisions of the Commonwealth that have their own defined benefit plans and VRS or another political subdivision of the Commonwealth that has its own defined benefit plan. This bill would permit nine localities with defined benefit plans that do not participate in VRS to enter into such agreements with VRS and each other: the Counties of Arlington and Fairfax and the Cities of Charlottesville, Danville, Falls Church, Newport News, Norfolk, Richmond, and Roanoke. The bill does not affect localities which do not participate in VRS that have defined contribution plans: the County of Powhatan and the Town of Farmville. Service credit earned in a part-time elected position shall not be eligible transfer among retirement systems.
