SUMMARY:

Constitutional amendment (voter referendum); appeals by Commonwealth. Provides for a referendum at the November 5, 1996, election on a proposed amendment which will permit the General Assembly to allow the Commonwealth the right to appeal in all cases, including criminal cases, provided that the appeal would not otherwise violate the United States or the Virginia Constitution.
