SUMMARY:

Public service companies; telephone cooperatives. Expands the authorized services of telephone cooperatives to include video and data services. The bill further provides that the jurisdiction of the Virginia State Corporation Commission to regulate the rates, services, facilities, and service territory extensions of telephone cooperatives is limited to those associated with telephone service. The bill also (i) eliminates current provisions limiting the number of nonmembers served by a telephone cooperative to 49 percent of its service base and (ii) modifies provisions governing cooperatives' membership, making membership subject only to law and cooperatives' bylaws. Mandatory issuance of membership certificates is also eliminated. The bill further provides that except where a cooperative establishes a cable television system, it is subject to Va. Code § 15.1-23.1.
