SUMMARY:
Public Procurement Act. Defines "public contract"; exempts items purchased by public institutions of higher education for resale at retail bookstores or similar outlets operated by such institutions; increases the cap on minimum purchases from $15,000 to $30,000 for which competitive procurement is not required; and raises the cap for certain institutions of higher education to $100,000.
