SB 284 Highways; emergency paving of unpaved highways.

SUMMARY:

Highways; emergency paving of unpaved highways. Requires the Commonwealth Transportation Commissioner to provide notice to the local governing body of any county in which he intends to pave unpaved secondary roads as a result of an emergency. The local governing body shall hold a public hearing regarding the proposed emergency paving and forward its recommendation to the Commissioner. The Commissioner shall consider the following factors prior to paving: (i) safety, (ii) feasibility, (iii) citizen concerns, (iv) local government concerns, and (v) historical and aesthetic considerations.
